As far as roaming with ST .. I,ve been with them for a little over 2 years, first with their nokia E71 and then with an AT&T galaxy s2 ( using the E71s sim before they actually offered the S2) and have traveled all the US with my job and I have never roamed.. The phone never says "roaming"...

It does take alot of abuse to get a warning call. A friend of mine had the E71 and downloaded the (Joikuspot) mobile hot spot.. He works on a boat and forgot to turn it off for two days and all the crew was surfing on his signal.. He got the call..
