No. Unfortunately, iOS development is about bureaucracy, not technical ability. And Open Garden, which uses Bluetooth for p2p internet sharing, has the same problems with a lot of apps not recognizing connectivity. This is a problem with the Android OS's ConnectivityManager not detecting VPN...

But if you can offer a service without even needing root, people will go there first. Finding something difficult to do is subjective (even rooting). Most people don't want to configure settings to have something work.... and they shouldn't.

Just to offer another option. Look into Open Garden, it's a mesh networking application that allows Android devices and OSX + Windows machines to share internet between them. It's kind of like Bluetooth tethering... but not really. Think of a peer to peer structure with each device/machine...
