Also try to turn off "Data Saver". It works for me.

On my phone: it is: (Root) /data/data/com.microsoft.office.outlook/cache/att-1/c8/c81e728d9d4c2f636f067f89cc14862c Must be rooted to be able to open that folder. And I don't know if it's the same location as other different phones. Just try it. Hope it helps.
