In my case, it was Desktop Notifications, which I'd turned on for an app. Now I guess I have to decide how much I want those notifications. Thanks much to those who figured out the problem. Patrick

Did you ever figure out what caused the behavior? I've been seeing the same for a few days, and have no idea how to fix it! [Sorry - hadn't seen the accessibility issue - I don't recall giving any app accessibility settings, but now I know what to look for!] Patrick
