Ha! Found it! You have to turn off notification for both "Samsung Pay" and "Samsung Pay Framework". Settings > Applications > Application Manager > Samsung Pay > Notifications > Turn everything to off. Then do it for "Samsung Pay Framework" as well. Pretty shady of Samsung to make it this...
