I'm not sure (I've s5 since 5days) but: using fe file explorer I've full access on external SD card, using instead quick pic (gallery viewer) I can't (i.e.) remove images from external SD card, so I guess (with rooted mobile) apps needs root permission to access with all permission to SD card...
