Plug it in to the computer, does it show up in device manager?

Will your computer communicate with the device via adb or fastboot? Don't really know the device but I'll try to help you troubleshoot.

You mean the dock on the bottom? Drag an app down there just like a if you were putting it on any other homescreen.
