You don't need USB for that. Just get an aux to aux cable and run it from the headphone jack on the phone to the Aux input on the stereo.

Most custom ROMs come with the hotspot unlocked, and some even have a 4g hack built in for 4g wireless tethering. Other than that there is a hack posted on XDA with a flashable zip to unlock the hotspot.

I'm using TNz Blend ROM with the included Desperado kernel and the ICS theme they have for it, no problems yet. I'm also loving that it comes with the TSM tweaks, and allows me to customize my lockscreen type and various other UI elements.
