The 6P has EIS, but it is not as effective or powerful as EIS on the Pixel. This is due both to the fact that the Pixel has a more powerful processor and that the Google imaging team put more into the Pixel.

I think the only deals you'll find are through retailers like Best Buy and Verizon that offer things like VR headsets and gift cards along with your Pixel that will still be at full price.

Since the Google store version of the phone supposedly supports both HD voice and WiFi calling and the Verizon version allows you to uninstall their bloatware, I find it hard to believe you wouldn't be able to install the Verizon Visual Voicemail app from Google Play and have it work.
