You can use Camspy app from google play. It works on my samsung phones but cant silence camera sound on Nexus phone because of restrictions in my area I'd assume.

search and install an app called 'camspy' on google play.. takes pics and video without sound and without preview... There are other similar apps as well but this one was the closest to my requirements.
