The APN change seems to have resolved the issue. This is frustrating as I have called AT&T three times with no success. I appreciate your help with this!

I tried the Google Messenger instead of the stock app. It’s the same result. To the same person, some go through and others don’t. I’ll look at the APN link to see if that helps.
