    "cloud agent" seem to imply some sort of syncing. Are you syncing photos using any other service (Samsung, Google etc) if so I would apply same method sign out of cloud service and retest. Also turning of sync - sync button in notification area have any effect on your problem?

    Referring to comment #12 Just try sign out and sign in to Dropbox that may be sufficient to clear error and allow integration to resume (=syncing to dropbox). Did that work for you?
