I'm not sure how to know what launcher I'm using. Its whatever came with my phone. about screen says One UI version 2.0. I do have the option to change time color. I thought that might affect icons too, but it didnt.

Today I got an update. Android 10.0. AT&T. Galaxy S9. now my notifications on the lock screen are barely visible. they used to be white, now they are very dark, almost black. See screenshot attached. I do not see a setting anywhere to change the color of the notification icons.
