Actually it's all in the gallery APP. All features are there, they're just hidden. The blur effect cN be found by following these steps : 1 select photo 2 select pun option (edit mode) 3 select the paint brush option, Next to the "T" 4 select the pen, and that will open up the other pen tools...

Not sure if you still have this phone but what you're experiencing is a bad app and possibly corrupted files. It happens. Best option is to go to developer options,decrease animations and then wipe partition cache, reboot. That will fix issue.

I had the same issue recently on my Note 8. All I did was uninstalled the updated version of google on the play store, updated afterwards, and then setup the “ok google” option again. Very simple
