I heard about laws that block the imei number so it wont work on any carrier worldwide that has this security system. I've read online and pretty much every post would say that I can use it but those posts are all from 2009-2011 and I think this law is rather new.

My brother can use it just not as a phone, it didnt have any sort of pattern unlock or anything.

Did it, he said it doesnt matter because his carrier/insurance gave him a new one and they cant unblock so its useless to him as well.
