My phone keeps telling me that I need to free up some room. Task Manager Storage reports that System Storage is nearly full, And the SD Card is empty. I can not seem to find a way to move Apps and Data to the SD Card. Any suggestions?

I recently did the OS update to my S4. Now I have a yellow circle with a + in my contacts list. The dang thing is right next to the alphabetical list that I use to select my contacts and I can't move it. How can I either move or delete it?
