Honestly, this seems like an HTC problem. If HTC pushes out an update and AT&T doesn't push that out to its customers, then AT&T is to blame.

I have this same problem, but found a solution without rebooting. First, go to Apps in Settings, scroll over to ALL, and then go into FM Radio Service and force-stop it. Then, after that's done, open up the FM Radio widget, press stop, and then press play. That works for me (TELUS One running...
