I located the issue. It's an app that was re-activated when android installed the latest update. I generally go through & disable/remove as much of the pre-installed garbage as I can with these phones. This app was one that I was unable to remove but had it disabled & it got reactivated...

Oddly enough though... I just went through Verizon's wifi security app, & all its features are still turned off, so perhaps Verizon garbage isnt the culprit. The pop ups are persistent though.

It's a pop up, but possibly looks like Verizon garbage... I should've mentioned it's a Verizon network phone...
