I have a similar problem. When my i9305 was on 4.3 it all worked properly but now the normal 1amp car charger works either intermittently or not at all. Interestingly I have a .750 mAh car charger from my Jabra Cruiser bluetooth handsfree which does work, however, it does not charge phone fast...
