I got around this is by temporarily decrypting the device. Once the device was not encrypted anymore, i was able to add all the cards that i needed to Samsung pay and encrypt the device back. So looks like the issue is cause by Samsung pay not able to support while the device is encrypted.

I Have the exact same error on my phone. Samsung S6 Edge, Tmobile and the device is encrypted. I wish there was a easy solution to this bug.
