I am having this issue with a Galaxy Tab 4. It spontaneously rebooted and locked upon the splash screen after I reinstalled an app, so I felt I had no recourse but to do a factory reset. Now I am stuck on the setup "Sign In" screen with the "Google Play Services Has Stopped" popping up...
