Another one is Transparent Clock and Weather: lots of features, frequent updates. They have a slight bug with Weather Underground where in mid-afternoon the forecasted low temperature reverts to the previous night's low. Otherwise it's worth trying.

For widgets, nothing beats Chronus. It has a variety of widget options, ability to update manually, adjust transparency, update only on WiFi, and excellent support. It also has many options for weather services. What it lacks is its own detailed weather app, but I use its Dark Sky or Weather...

Samsung's Touchwiz launcher included unread counts. I've had the paid version of Nova for years. I'm not sure that the free version includes unread counts. There are some free launchers that have unread count capability, e.g. Solo Launcher, with its additional free Solo Notifier plug-in app...

It's not affected by the SIM card. The network you're on for this unlocked phone shouldn't affect when it gets updated. That will be up to Motorola. There's no need to not use it in the meantime.
