Are data limits hard or soft on Project Fi?

There is no limit. You choose a GB plan, but ultimately you pay for what you use, no matter how much you use. You can go over or under, and your bill is adjusted accordingly. Basically is $0.01 per 0.01GB.

Project Fi Speeds Slower than T-Mobile

Sprints speeds are pretty slow from what I have seen. Their LTE is more like 3g. T-Mobiles speeds have been on par between my fi Nexus 6, and the wifes T-Mobile Nexus 5 though.

If I am on wifi 100% of the time, shouldn't my data usage be zero?

I noticed a lot of cell data usage while on wifi in my first week on fi. It eventually corrected itself as the month went on, and now I see exactly what I expect.

where would I go for hardware support with Google Fi?

Do you have a lot of problems with hardware? I can't think of a time that I have ever had to get a replacement phone.

where would I go for hardware support with Google Fi?

Probably not actually. VZW will likely only assist you if the phone is active on their network. If you order the phone from the play store, Google would provide replacement devices for a year I believe. If you buy it anywhere else, and activate it on Fi, you will probably have to go to Motorola...

Fi Data is slow (unusable) compared to T-Mobile

To clear the cache for the app, you go to settings, apps, select project fi and there will be a clear cache button.

Fi Data is slow (unusable) compared to T-Mobile

Sounds like it is not connecting correctly. I advise doing a full factory reset on the phone, and starting fresh. You should be connecting to the same T-Mobile lte network that you were before.
