Ok, so I downgraded system to Android 11 (with EMMA tool) , and there is no problem with this popup window. Apps switching correctly. So this is an Android 13 issue maybe :-/ .

Why? It's not problem in this app. As I said, even if I have another app on top, other apps not switch after launch them. When any app on top, it stuck there.
