Sounds like you're already rooted.... now you just have to find a rom that supports RRO or Layers to change that!

Are you by chance a beta tester for the FB app? I know I had many more issues when I was testing than I do now. There isn't much you can do except report feedback to FB. It's a shame how such a big company, social media no less, can fail so epic-ally on their Android app.

Are you using any kind of battery saver or system performance app? Those can shut down background things you need working. Have you tried a simple reboot?

Have you renamed the new device a different hotspot name and new password? I know Windows gets easily confused when that occurs. I would try removing the previous network and renaming the new device if that is the case.
