So I went through and found the setting in Samsung pay that triggers this issue. It appears that cards being added is fine and won't create the issue. Once you add a card to your favorites (so it can be launched from the lock screen/home screen, etc.) this notification issue presents itself...

I just spent more time than I want to admit trying to figure this out.... My S8 wasn't doing this, but my wife's S8 was, so with a bit of "why are these different" and booting into safe mode to verify a 3rd party app was causing this I found that uninstalling Samsung pay fixed the problem for us...
