For anyone who comes across this I've found the solution. The OS is in fact putting the clock to sleep. Goto battery > unmonitored apps > 3 dots in the top right > add app. This should solve the issue of your alarm not going off.

Same thing, restarts, new apps, all volumes on max. I do notice that when I open the clock or any Alarm app after the time it should've gone off, it goes off in my hand! So I'm kinda thinking that Samsungs flavor of Android might be putting the clock/alarm apps to sleep in the background...
