This was a feature I missed too, so I made a Chrome Extension to add smart playlists to Google Music. I don't have enough posts to link it, unfortunately, but you can find it at github.com/simon-weber. It's in an unlisted Web Store beta right now; check it out and let me know what you think!

Heads up: some of you might find gmusicapi to be useful. Basically, it's an open source substitute for what the Music Manager is doing behind the scenes. If you're comfortable writing code to upload your music, it'll be much more transparent than the Music Manager. Whatbox has an example...
