There is a setting in WiFi that you have to uncheck. Otherwise, the WiFi is still on in the background for apps to scan for location. Go in WiFi. Tap the 3 dots. Select Advance. Uncheck the selection. About Android OS being high on the battery consumption, I think that should be expected...
