Did you flashed Oreo or installed with OTA? I got the same issue like yours because I dirty flashed Oreo CRB7 version. (Smart select, expanded screenshot, clipboard copy in Secure Folder didn't work on my S8). The solution which fixed my device was flashing the stock Oreo ROM again with wiping...
