Not true. I managed to get a replacement organised yesterday although I am in Australia.

Just went through the same process and successfully requested a pixel xl replacement. I had the battery replaced by a 3rd party mobile store to fix the battery power off at 15% issue about 3 months ago as my phone was out of warranty. Recently the fingerprint scanner stopped working all together...
