The notifications on the app are turned on but when I go through my phone settings it doesn't allow me to turn on the notifications even if I turn them off in the app

I have a Galaxy a51 and cannot for the life of me figure out how to get voicemail notifications.. By notifications I'm talking about the little symbol when I get a voicemail.. I've been having to call my voicemail to see if I have any and it's quite annoying.. I've Googled and looked on YouTube...

It's permanently on there.. At first it would go away when I used my phone for a few minutes but now it's just there all the time
