I am having the exact same issue on my sprint galaxy s6. Existed on Lollipop and still exists now that I am on Marshmallow. Vibrates for everything else... but if i elect the ringtone to vibrate-- both the system and notifications volume bars grey out and I get nothing for text messages etc...
