Well I figured out the issue. This feature is in version 2.1.04.18. I am still running 2.0.52.14 so it looks like the update is just not available for AT&T yet.

Same issue as you on an S9. Haven't found anyone else with the problem other than you let alone a solution! Please post here if you do find a fix! I've uninstalled the updates for Bixby and reinstalled them. Only other thing I can think of is to factory reset my phone and reapply all updates...
