Google settings only offer their Chromecast product. Can't find a tv/cast option

Where is mirror screen aka cast option. Alcatel 50 cellphone Android Nougat7 Google Account settings no option to mirror screen. Not Chromecast, I can do that one. Need to mirror screen. Thnx

The screen turns on intermittently

Blu vivo XL will turn itself on. How to stop this cuz it drains battery to zero. Where in an apps' settings can I find the option to disable that function? Don't know what/where to look in each app to find option that turns phone on.
