Yes, I had checked through the Display settings. I have enabled 'Show and hide button' in the Navigation bar settings, but this button does not seem to be working when i double tap as it says I should. Just tried this and did not solve the issue. The bars are still hidden.

It depends. How old is your phone? If it lesser than 2 years old, you can hold back on the Pixel for now, as there arent any VAST improvements yet. Perhaps next year, the different in power and performance would be more stark.
