WHAT WORKED FOR ME: Settings > Location > Improve Accuracy > Toggle OFF Wifi Scanning and Bluetooth Scanning. Flipping these off stopped the on/off loop that the wifi toggle seems to go through - preventing battery drain as well. I tried everything above - short of a reset. This is the only...
