Yep...I found that out too. Just killing the app didn't do it - it came right back. I had to kill the app and then clear the data.

I finally fixed this by going to 'Settings > Apps > All > Download Manager' and doing a force stop. That did the trick.

You can't toggle this setting directly...perhaps if you're rooted you can, but not with the current release of ICS. Hmmm...I just found this article on Google's forum. The article lists additional codes that you need to dial to activate the call forwarding for voicemail (the Google Voice configuration page only lists the *71 code, but apparently there are 2 other codes you need to dial as well).
