I had exact same problem on GS3 with a Microsoft Exchange account in the built in email app. Fixed (at least it appears to be!) by turning the auto resend setting down to 'none' from 10 times I think it was defaulted to. Go through Settings/Accounts/Microsoft Exchange activesync/settings/click...
