Although some places appear to sell the glass panel separately, as far as I can tell from the ifixit review the digitizer is bonded to the glass so replacing them separately is not possible. Sad news, but that's pretty common with newer devices. Thanks for your input guys!

I could be wrong, but I believe if you select the "device encryption" option it will do what you want.

I believe Evernote has this functionality as well, although I haven't tried the tablet version lately.

Unfortunately Firaxis doesn't seem to love us much, even Windows Phone has Civ Revolutions (though not Win RT or 8). Maybe someday....
