It looks like the one message came through as Chat. But I never had this issue when I had Nougat. And I've always had this 3rd party app. I don't have any issue sending from my 3rd party app to that RCS contact.

Pulse is definitely default. like I said, it's not every text. Some randomly come through in the stock app.

I literally just posted the same thing on my own thread. Same issue you're having. I'm using Pulse though. Never had the issue with Nougat.

Call the network service again and have them look at your SIM permissions. Something similar to this happened to me before and after days of trying to figure it out with them, someone with competence checked out the SIM permissions in their system and almost all of them were toggled "off".

If it's in your text messages, download or open "Hangouts" and it's most likely in there. It's happened to me before with someone that used that app primarily and it didn't sync right with the text service that I was using.

Doze isn't a visible application or feature. It's "invisibly" built in and only becomes active when the screen turns off in Nougat. In Marshmallow it goes active after sitting totally still on a stable surface for almost an hour. There's no ability to view it anywhere in the phone.
