I tried your solution again, just to be sure I hadn't missed anything: deleted Skype, shut down the phone, cleared the cache partition, rebooted the phone and re-installed Skype. Still have the same problem, but thanks for the suggestion.

My lack of knowledge and experience is definitely showing. What's the purpose of that .apk file? Is it supposed to replace an existing file in Skype or what?

Camera is perfect. No problems taking pictures or video. This only happens in Skype video calls.
