    Definitely! I bought mine off ebay for about $230-ish, it also came with android already dual-booted with webOS. Didn't come with a case or anything unfortunately. But yes, that's a excellent deal.

    You're supposed to connect your phone via the USB cable and run the .exe file.. Correct me if I'm wrong..
