Omg, just figured it out! Under settings, go to manage applications. Pick Google app, and uninstall the updates. The most recent update for this app is what is causing the problem. Once you do that it fixes text-to-speech in every application. So many hours of my life wasted...

Having the same issue on my Samsung galaxy s7 edge as of yesterday, April 24, 2017. Thought it was something I did, and have been digging into it for hours since it happened. When I select the mic, it does nothing. Very frustrating.
