    Anyone know where to assign a contact a notification tone?

    You can assign a tone but not from contacts. You unfortunately can only do it in your 'conversations'. If the person has sent you a message, open the conversation and click the 3 dots at the top right of the phone. Tap Notifications, then tap Custom. You're Welcome :)
