Yeah, I worded it a bit weird. Safe mode does work, I can get into it. Doing a factory reset doesn't work. It just locks up. And when in the bootloader, Windows does not detect it.

No, Windows doesn't give any indication it has been connected. Also, safe mode doesn't work, neither does the factory reset. It will go into the bootloader though

Was just casually using, browsing the internet, set it down for the night, got up the next morning and went to use it only to find it was dead. So went and charged it and when it turned on after charging, this started.

Nexus 7 2013 edition is stuck in a softbrick/bootloop, tried using the system recovery to wipe data/factory reset and wipe cache partition, both of these did not work. Also tried using the Nexus Root Toolkit to unlock it, computer doesn't recognize the tablet being connected to the computer, so...
