Solved: I had the same problem. When I first setup the phone I turned off ("disabled") some of the system apps (ie. Settings>Apps>clicked on "Show system apps"). One of these was called "EmergencyProvider". When I went back and "enabled" EmergencyProvider and reboot, the phone Maximum Battery...
