My observations are very similar in the case of my Nexus 7 LTE tablet. Data is being used even when data is turned off in Settings. All this since an update to 4.4.4 My solution to stop usage is turn on airplane mode, then turn Wifi back On. I know this isn't a solution for phone users, but...
