    I turned Enhanced LTE back on and I could NOT download apps, again.

    I just turned Mobile Data back on and I was still able to download an app.

    I had to turn off my Mobile Networks - Mobile Data and Enhanced LTE Services and then login to WIFI to make it download apps. It would not even work on Mobile Data, alone. I'm still testing for other ways to make it work.
