Try (re)installing the OEM USB driver from the manufaturer, not from Google: LG for Nexus 4 and ASUS for Nexus 7. With the Google USB driver your Nexus may or may not be listed as a storage device in Windows Explorer under Computer, but in USB debugging mode (used by developers) it may disappear...

I develop games for mobiles, using OpenGL ES 2.0 only. Two days ago I upgraded my Nexus 4 to Android 4.3. Since then I have noticed a ~30% decrease in FPS in my games; for example, previous ~45 FPS in 4.2.2 is now ~30 FPS in 4.3. Anyone else noticed anything similar? Thanks.

Why am I not surprised that a post that is critical of the Google Nexus 4 praises another specific competing product, the HTC One? Had this been about the N4 only I might have believed him. But his complaints are about an issue that is most likely carrier-related, as others have already pointed...

Under both Email|Accounts and Google|Accounts (the same Gmail account, actually) I can see that "Sync is OFF". And yet, every time a add/edit a contact in the People app I get a warning that sync will run and indeed that contact is updated in my Gmail account. What am I missing? Thanks.
